Gatineau Mayor Maude-Marquis-Bissonnette is apparently sick and tired of black people and others filing human rights complaints to la Commission des droits de la personne et des droits de la jeunesse (CDPDJ) against her beloved police. Rather than making an effort to redress recurring human rights abuses like other city councils she has embarked on a course of using tax-payer money to get them declared to be "vexatious litigants". You might ask, what does that mean?    

Maude Marquis-Bissonnette is as corrupt as you can get, it seems.  She's turning Gatineau into a fascist environment where she controls local judges to perpetrate retribution against people that the Quebec Charter seeks to defend.   Raymond Samuels is the latest victim of the "Brave New World" of  Marquis-Bissonnette which seeks to destroy the Quebec Charter's protection through a scheduled Show Trial of May 27 arranged by Superior Court judges who she controls.

Marquis-Bisonnette's corrupt charade began in the Summer of 2025 when she disregarded rulings by the Court of Appeal and the Superior Court not to declare Raymond Samuels a "vexatious litigant".   Samuels had won a claim of $44,000 from the CDPDJ back in 2023 in defence of the rights of all Canadians who he regarded as being subject to abuse by the Gatineau Police Services.

The Hon Justice Azimuddin Hussain declared the file to be closed and ordered The Quebec Human Rights Tribunal to take over the file, after declaring that Samuels was not a vexatious litigant.  Marquis-Bissonnette simply ignored that ruling, then orchestrated The Hon Justice Anne-France Gagnon to bring the file back from the dead.  Justice Gagnon is a prima facie relative to Marc Gagnon who is one of the police defendants on the file.  Now, are we starting to sense corruption in the air?

The scheduled May 27th proceeding is illegal in multiple ways.  No 1 the file was declared to be dead.  No 2, Samuels cannot be re-trialed as a vexatious litigant according to Section 37.1 of the Quebec Charter which deals with double jeopardy.  And, No 3, the May 27th hearing has the appearance of a reprisal by the police to his human rights complaint which violates Section 82 of the Quebec Charter.

Stopping this sham proceeding is not only vital to Samuels but to all Canadians because a vexatious litigant declaration against Samuels will be used by the police and other oppressive organizations to repress the pursuit of a just society for all.

Gatineau's mayor wants her cops to be able to beat up, racially profile, harass, torture and do anything they want irrespective of human rights and other laws.  Just a couple of years ago, Gatineau had to pay another black man $18,000 for subject to abuse.  

The previous mayor eventually apologized, but Maude is apparently not interested in such contrition.  She wants for cops to run amok with abuses, and she wants to instill fear and intimidation to anyone who seeks to challenge the wicked ways of her out of control thugs.

Shawn Mahar is one of the defendants in the current $44,000 claim.  Back in 2014 Officer Mahar was plead guilty for summary conviction for assault.  Most police department would have fired him.  But, Gatineau having an apparent corrupt council just kept Mahar on the job to perpetrate multiple human rights abuses including a reprisal back around June 2022.  At that time, he threatened to arrest Samuels after winning his claim, if he didn't show his Driver's License.  Samuels wasn't even driving.  He was walking on the sidewalk and confronted yet again with another human rights violation by an unhinged Gatineau cop.
