Former Toronto Mayor June Rowlands spent almost two decades as a public servant.
But she never wanted to be in the public eye.
So much so, she would cover camera lenses with her hand as she brushed by the waiting media.
That’s one reason why her political rivals dubbed her “The Invisible Mayor.”

Her penchant for policy, for crunching the numbers, for figuring out how to give taxpayers’ a break in a downturn, for cutting almost 1,000 jobs from the city’s bureaucracy.
